San Antonio mayor calls for congressional oversight into DHS shooting death of resident

San Antonio Mayor Gina Ortiz Jones is calling for congressional oversight into U.S. Department of Homeland Security activity related to the reported shooting death of a San Antonio resident by a federal immigration agent last year, according to a statement released by the mayor’s office.

In a Feb. 21, 2026, release, the mayor said oversight is needed in connection with the death of 23-year-old Ruben Ray Martinez, who was reportedly shot and killed by a federal immigration agent in 2025.

Jones said the Martinez family and the community deserve answers and transparency, citing delays in obtaining information about the incident. She urged congressional leaders to initiate an oversight investigation into the circumstances surrounding the death.

The mayor’s office said the request reflects concerns about accountability and the need for timely information when a resident is killed.
