In a ceremony held at the Department of Public Safety (DPS) Headquarters on Feb. 15, the Texas Public Safety Commission (PSC) and DPS Director Steven McCraw honored several of their own for outstanding service and acts of bravery. The event recognized individuals across various divisions for their exceptional contributions and dedication to public safety in the state of Texas.



During the meeting, two prestigious William P. Clements Excellence Awards were presented, commemorating the legacy of the former governor and his commitment to excellence in government. Brenda Headrick of the Texas Ranger Division—Northwest Austin and Texas Ranger Juan Torrez of the Texas Ranger Division—El Paso were the distinguished recipients of the 2023 awards, celebrated for their exceptional performance and dedication throughout their DPS careers.
Headrick, who started her career with DPS in 1979, has been a steadfast presence in the Texas Ranger Division since 1998, embodying the highest standards of public service. Her unwavering composure and exceptional competence in the face of demanding challenges have made her an invaluable member of the team.
Torrez, whose career with DPS began in 1995, has been instrumental in responding to and investigating several high-profile mass casualty shootings in Texas. Known for his integrity, excellence, accountability, and teamwork, Torrez also contributes significantly to his community through mentorship and support programs.
The ceremony also saw the awarding of several Lifesaving Awards, a Director’s Award, and a Unit Citation, highlighting acts of quick thinking, professionalism, and heroism. Among the notable recipients were Trooper Diego Rodriguez for his life-saving intervention during an opioid overdose incident and Technical Sergeants Joshua Kelly, Michael Benitez, Kenneth Haralson, and Andrews Hernandez for their rescue efforts during river patrols on the Rio Grande.
A significant Unit Citation was awarded to the Criminal Investigations Division’s Computer Information Technology and Electronic Crimes (CITEC) Unit for their pivotal role in a high-profile investigation involving stolen driver licenses. Through collaborative efforts with multiple agencies, the CITEC Unit’s expertise led to the identification and apprehension of suspects involved in a complex fraud scheme affecting thousands.
Director Steven McCraw emphasized the importance of recognizing the innovative, leadership, and commitment of DPS employees. “These awards highlight the tremendous work that happens in so many divisions by so many incredible people at DPS each and every day,” McCraw stated.
